HR 4279 has been introduced into the House. According to this site it would, among other things,

Depends on what contract an artist signs with their producer, record company. Who has the rights.?

Skimming the article, the bill's got nothing to do with the contract the artist signed.

It's the fines aimed at people pirating music that Aqua's quoting. Looks like they're looking to charge a hundred thousand dollars per song stolen/shared/whatever.

The bill sounds extreme. The standing fines are already high enough...anyone who's been busted has been pretty much financially ruined as it is, so kicking the fines higher wouldn't have any additional effect, really.
